Actually I assumed hackers, which in term would be determined by those
who submit patches to core. However, I didn't want to be presumptuous
as I am not a hacker. Note that I do think we should stick with the
idea that committer rights are not relevant here.

Heh right... Then we should probably also link pgsql-www as a public
