I probably would get the latest release of pgaccess:
http://sourceforge.net/project/showfiles.php?group_id=52209&package_id=46268

If I remember correctly, if you download pgaccess.exe,
you won't need the DLLs. However, if you still need
them, then I would get a newer copy of those as well:

http://gborg.postgresql.org/project/pgtcl/download/download.php

you'll want to put it in C:\windows\system32\ as
libpgtcl.dll
