Try recoding it as :

CREATE RULE inventory_usage_insert_rule AS
ON INSERT TO inventory_usage
DO
UPDATE inventory
SET in_stock = in_stock - NEW.used
WHERE inventory.inventory_id =
NEW.inventory_id;
