But, is ipc-daemon running? Or, is it just listed as install?

I have also seen hangs when the following files (created by cygipc) are
not owned by the PostgreSQL account:

/tmp/MultiFile* /tmp/cygipc*

Deleted them and restarting PostgreSQL fixes this problem.

Does either of the above apply to your situation?
