Yes, a pre-built 7.1.1 is available on the Cygwin mirrors:

http://www.cygwin.com/mirrors.html

PostgreSQL is automatically installed when you install Cygwin using
their setup.exe:

http://www.cygwin.com/

You will need to recompile from source if the pre-built version does
not meet your needs (i.e., not configured to your liking).
