The problem is that ’ seems to be a valid character for identifiers:

alvherre=# create table ’oh’ (’ah’ int);
alvherre=# \d ’oh’
       Tabla «alvherre.’oh’»
 Columna │  Tipo   │ Modificadores 
 ’ah’    │ integer │
