I looked back and found that my recollection was wrong. The old bug
form generated this:
To: pgsql-bugs(at)postgresql(dot)org
From: pgsql-bugs(at)postgresql(dot)org
Reply-To: <submitter>, pgsql-bugs(at)postgresql(dot)org
so I guess reply-to is what it'll have to be.
