Ésto probablemente no es un bug de PostgreSQL sino un problema en la instalación de SSL (secure sockets library).

Además es mas probable que le puedan ayudar en pgsql-es-ayuda(at)postgresql(dot)org (los archivos están aquí: <http://archives.postgresql.org/pgsql-es-ayuda/>):
