Because that is the source tarball intended for Unix users and those are
Windows specific files.

That was a temporary tarball of the source code built because it is no
longer in the main PostgreSQL tarball. Now that we have proper tarballs
with autoconf it has been removed.

Same place, but it's called psqlodbc-7.2.4.tar.gz. Again though, it's
intended for Unix users so doesn't contain the .mak or .reg files.

If you need source to work on Windows, I suggest using the CVS at
http://gborg.postgresql.org/project/psqlodbc/. I have started tagging so
you should be able to get *all* files from a given release.
