Ahh, grab the latest from http://gborg.postgresql.org/project/psqlodbc

That's an old version that doesn't understand PostgreSQL 7.3.

I have a problem to connect a postgresql 7.3 using last
version of PgAdmin2. When connect to database error message is 'blank'.

I resoved problem changing the attribute connection KSQO
to 0 from 1.
