Hi Dev,
Sorry, the last command I tried was "./configure --without-libpq
--with-unixodbc=/usr/local" and that is when I received the error about not
being able to create executables.
I must admit I'm not entirely sure why I'm using "-without-libpq", I am
following internal company documentation that was left by someone who no
longer works here. I can only assume there was a reason for this.

What output you get for following:
1) which odbc_config
2) odbc_config --libs
Also did you try to export following and then building psqlODBC:
export LDFLAGS=<output of #2 above>
for example:
# export LDFLAGS=-L/usr/local/lib
Also you could add --with-unixodbc=/usr/local in ./configure.
By the way any particular reason to use -without-libpq option?
