Sounds like you need to set $LD_LIBRARY_PATH to include the path to
libpgtcl.so, something like
export LD_LIBRARY_PATH=/usr/local/pgsql/lib:$LD_LIBRARY_PATH

You mean version 5.1 of the Red Hat Linux distribution, I suppose. I'm
surprised pgaccess isn't set up correctly out of the box. You
installed it as an RPM, right, not as a .tar.gz?
