What sort of changes? If you've locked localhost out, you'll experience
some problems.

What do you mean, fails? What happens when you issue the command pg_ctl
stop? And what user are you doing this as?

Keep in mind that pg_ctl will not shut down the database if you have a
connection open. Is it possible that you have a psql, pgadmin, or
pgaccess window open somewhere?

That's risking database corruption, if you do.
