setup of postgres user-interface

About a year ago I saw a demonstration of a postgres system,
and was quite pleased with the system I saw. The man who gave
the presentation had written a tcl-tk-tix interface, and I
wonder how to get about constructing an interface. Although I
know there is a directory called pginterface, I still find it
hard to get a clue how to arrive at a user interface.
Is there a structured path how to arrive at an interface, or
is it maybe ready-made allready?
