In regression testing I want to compare the state of a database
with a stored image of a control database.

"Same"ness relates to the user view of the data, and need
not include oids (yet) or the database name.
The postgresql version may vary.

With a very quick look it appears that comments could be
stripped from two pg_dump outputs and the results cmp'ed.

Is this the track to take? Or are there tools I'm missing?
