You need the latest snap shot, see:
http://archives.postgresql.org/pgsql-cygwin/2002-02/msg00064.php
You just need the dll in /bin (I found the dll package was truncated for me
so had to download the inst package, extract the dll and put it in
c:\cygwin\bin).
