pgsql: Replace := by = in nls.mk files

Replace := by = in nls.mk files

It currently doesn't make a difference, but it's inconsistent with
most other usage, and it might interfere with a future patch, so I'll
change it all in a separate commit.

Also, replace tabs with spaces for alignment.
