Version 1.6.0 of the PostgreSQL Partition Manager extension (pg_partman)
was released with a new custom time partitioning feature. Any partition
interval ranging from 1 second to the min/max timestamp values is now
supported. You can now also designate the starting partition during initial
setup.

A blog post giving examples of these new features can be found here
http://www.keithf4.com/partitioning-with-custom-time-intervals/

The extension is maintained on github and can be downloaded there or from
pgxn.
