Do you really mean 8.4.0? That has plenty of known bugs and should not
ever be a new install.
Download the latest in the 8.4 series, 8.4.13, from here:
http://www.enterprisedb.com/products-services-training/pgdownload#windows
and try again. If you still get errors, please read:

and send your installer log file.
