There is a minor bug in wxWidgets which caused this - it has been fixed
for future versions.

A workaround is to add the pgAdmin directory (the one containing
pg_dump.exe/pg_restore.exe) to your system path. Restart pgAdmin, and
the backup/restore options should be there.
