I have very basic questions,

1) Can we have any front end, with Post greSQL, (like VB,Access

If you are looking for s/w analogous to oracle forms and reports the
answer is NO.
But you could probably use Access + Postgresql through ODBC
PostgreSQL however has an excellent management tool called PgadminIII.
But it does not
provide form design or reports.
why comparing java with a database frontend?

Well the lack of forms and reports should not afftect its suitability.
postgreSQL does its best as far as RDBMS functionality is
concerned. You could always use VB or WxWindows to create
form and reports with any DataSource.

What are the effective development tools used to provide front
