Hmm, did you do something silly like delete pg_user?

It's only a view, so you could recreate it if so:

CREATE VIEW pg_user AS
SELECT
usename,
usesysid,
usecreatedb,
usetrace,
usesuper,
usecatupd,
'********'::text as passwd,
valuntil
FROM pg_shadow
