This is pgadmin3 (2004/08/17) with PostgreSQL 7.4.3. It shows:
GRANT SELECT ON TABLE foo TO "\""stevie-o\""";
after I used this on psql:
GRANT SELECT ON TABLE foo TO "stevie-o";
