This is not an upstream bug for this list. Neither Ubuntu 11.04 nor
Ubuntu 11.10 contain 9.2, as at that time 9.2 wasn't released yet.

Presumably your friend is using
https://launchpad.net/~pitti/+archive/postgresql or
http://pgapt.debian.net/ (but be aware that neither are officially
supported).
