Description: Before installation the server not running
Details:

Dear PostgreSQL support,

i installed PostgreSQL on Windows XP (just formatted),
but after the installation the Server PostgreSQL
not running.

The error message is:

could not connect to server: Connection refused (0x0000274D/10061) Is the
server running on host "127.0.0.1" and accepting TCP/IP connections on port
5432?

If i use the version 8.3.3 everything works well.
