As you can see, I had already suggested including cygipc in the standard
Cygwin distribution. The bad news is for various reasons, it was decided
not to include cygipc.

The good news is that Cygwin will have a daemon real soon now. After
this, adding IPC to Cygwin (the right way) becomes significantly easier.
Hopefully, cygipc can be retired in the very near future.
