Description:

1. Download EDB Build for Windows 10x64
http://www.enterprisedb.com/postgresql-tutorial-resources-training?cid=48
2. Run, leave all options by default, enter Password, Port
3. On Advanced options, in Locale selector, There are duplicated entry for
Spanish, Spain:
- Spanish, Puerto Rico
- Spanish, Spain
- Spanish, Spain
- Spanish, United States

The same for 11.8 build
