#326: Check availabiliy of new pgadmin's version

Component: pgadmin | Version: trunk

We need to have an xml file on pgadmin website with pgadmin's latest
release. We could download it and check if it matches the release
currently used, and display a message when it's not.
My main issue is that it would block the user while doing so, and I would
like it to be non blocking. Need to investigate with threads on
wxWidgets... sigh...
