pg_dumpall and restore

I know that Ive seen a good article on dumping and restoring, but I cant
find it.

I am moving my database to another (hopefully faster) machine. I have done
a pg_dumpall -c myfile.sql and copied it to my new machine. But now I cant
find any docs on how to restore it.

p.s. Is the content management software that justin talks about @
techdocs.postgresql.org supposed to help manage all the documentation?
