Dunno. It's part of our contrib stuff. I thought there would be an
RPM
for the contrib stuff for 7.1, but maybe not, or maybe you didn't
install that RPM.

If you don't have it, just looking at $PGDATA/global/pg_control with
"strings" would probably do well enough to let you spot the locale
name...
