That is upto you, but I too downloaded Cygwin and pgsql but eventually went
with the native port. I think it is much better, you get pgsql in the
program files menu so you can just work with it like other windows program.

Well i did take time to download cygwin and PostgreSQL and it would be
painful to dump these packages...you know ;(
