This might be too complicated, but maybe anyone that is subscribed to any
pgsql-*(at)postgresql(dot)org list should be able to post to pgsql-patches.
Folks might find it too cumbersome to have to subscribe to a mailing list
first to submit patches, so they either don't send them, or send them
somewhere else where not everyone sees them.
