YES, and it was unchecked.  I had viewed the log file and the following
substring appeared:

	READONLY=1

Anyway here's some of the Data Environment Properties

	Data Environment
		Name=dePIS
		Public=False

	DECConnections
		Name=ConnPostgres
		ConnectionSource=Provider=MSDASQL.1;Persist Security
				 Info=False;Extended Properties="
				 PORT=5432;READONLY=1;PROTOCOL=6.4;
 				 FAKEOIDINDEX=0;SHOWOIDCOLUMN=0;
				 ROWVERSIONING=0;SHOWSYSTEMTABLES=0;
				 CONNSETTINGS="
		CursorLocation=3adUseClient
	
	DECCommands
		Name=SQLEmployeeInfo
		ConnectionName=ConnPostgres
		CursorLocation=3adUseClient	
		CursorType=2adOpenDynamic
