cygpic make error

Hi all,

I've installed a fresh cygwin (1.3.20-1)

What I've missed in the cygipc install ?

I've downloaded the package (1.13 with the -2 patch)

I've uncompressed the bz2 file

Then I've run the shell file :
./cygipc-1.13-2.sh all

At the make step I've got :
