Database encoding

Il mio database ha win1252 come encoding.

-- DROP DATABASE utsdb;

CREATE DATABASE utsdb

WITH OWNER = postgres

ENCODING = 'WIN1252';

Come faccio a metterlo su UTF8 senza recrearlo???
