I am running 1.14.2 on Win 7 64-bit. While debugging a network firewall
issue I noticed that everytime a pgadmin database connection is prematurely
reset (TCP RST) it hangs the application and it must be closed with task
manager.

This is caused by a firewall problem but it should just result in pgadmin
saying unable to connection or connection timed out or similar rather than
hanging.
