upgrade problem

Hi,
Darn, I thought I had this under control.
I just installed 8.3.0 and it seemed to go OK.

The server seems to be running OK:
> $ sudo -u postgres pg_ctl restart
> pg_ctl: PID file "/usr/local/pgsql/data/postmaster.pid" does not exist
> Is server running?
> starting server anyway
> pg_ctl: could not read file "/usr/local/pgsql/data/postmaster.opts"

But now, trying to create a database I get an error:

> $ createdb testdb
> createdb: could not connect to database postgres: could not connect
> to server: No such file or directory
> Is the server running locally and accepting
> connections on Unix domain socket "/tmp/.s.PGSQL.5432"?

Here's my $PGDATA:
> $ sudo -u postgres ls -al $PGDATA
