SSL password problem in PG-WIN32

When I startup using myself compiled PG.(use MINGW,OPENSSL,ZLIB)

And I use pg_ctl start -o -i, it work fine.
But when use pg_ctl start -o -il,
it will prompt: Enter PEM pass phrase:
when I input password, it fails.
it say " NO THIS COMMAND"

I think this problem exist in postmaster don't have one scanf() function
in postmaster.

Pls review it.
