problem in installing PostGreSql on windows

Hi,

I am facing problem in installing PostGreSql on Windows2000 pl. help.

Problem Description:

In step 2 When I am trying to install cygipc package I am getting following
error

$ tar -C / -xjf cygipc-1.11-1-src.tar.bz2

tar (child): cygipc-1.11-1-src.tar.bz2: Cannot open: No such file or
directory

tar (child): Error is not recoverable: exiting now

tar: Child returned status 2

tar: Error exit delayed from previous errors

please help to debug this?
