in section 13.3.6, you state that benign row ordering differences should be
reported.  I got the following output, 
which I believe is a bogus failure:

        GROUP BY b, c HAVING b = 3;

   b |    c     
  ---+----------

  SELECT lower(c), count(c) FROM test_having
