Using inttobool(int, bool) defined in the above URL, I see the
  following.

xxxxx=> select inttobool(NULL, true);
  inttobool
-----------
  f
(1 row)

xxxxx=> select inttobool(NULL, false);
  inttobool
-----------
  f
(1 row)

Is it what you expected ?
