As crazy idea only: try to modify seg_overlap to
bool
seg_overlap(SEG * a, SEG * b)
{
     return (
             ((a->upper >= b->upper) && (a->lower <= b->upper))
             ||
             ((b->upper >= a->upper) && (b->lower <= a->upper))
         ) ? true : false;
}
