win32 compile error open.c: O_SEQUENTIAL not defined

from CVS checkouted yesterday.

change all O_SEQUENTIAL to _O_SEQUENTIAL (after read the fcntl.h of mingw)
fixed it, but don't know more decent way to do it. Don't know if it's a bug,
report here.
