Hi,
As the error suggests, you've got a full disk.
Here's your problem. Your /usr/local/pgsql/data folder is on the /
partition:
>Filesystem 1k-blocks Used Available Use% Mounted on
>/dev/hda1 995864 942788 1672 100% /
You might have 8G free but none of it's available for this folder.
