I have installed cygwin *1.3.12-2,* latest release version.
Using the instructions given at:

I have installed postgresql. Created a db on a drive other than the
default drive. Can connect using psql. Default user Administrator.
Password: password.
Installed pgAdminII v 1.2.0 ( latest release version). When attempting
to connect, get the following error:
Attempt to connect to server:
Server:localhost
Port: 5432
Username: Administrator
Password: password (can connect using psql)
Error:
An error has occured in pgAdminII:frmConnect.cmdConnect_Click:
