PostgreSQL ANSI 8.03.02.00 Windows XP.

This was not an issue with 8.02 driver

Tested again with 8.03.04 and this appears to be fixed.
However, the update rule and delete rule info is incorrect.
Both are returning 'no action' instead of 'restrict'
