The following bug has been logged online:

Bug reference: 4199
Logged by: Nikolay Komarov
Email address: postgres(at)komarov(dot)info
PostgreSQL version: 8.2.7
Operating system: Windows Vista Home Premium Russian
Description: Can't connecto to server with pgAdmin after installation
Details:

Just installed the Postgre, launched pgAdmin III, try to connect to the
localhost server with a proper password, receive error messages:

FATAL: cannot open the logfile!

and the other one:

can't open file
c:\Users\\AppData\Roaming\postgresql\pgpass.conf (error 3:
system cannon find path specified)

after showing this, Vista closes pgAdmin III reporting that it made an
error.

I tried to launch pgAdmin without AND with admin privileges - same result.
