linux:
psql -qAt -c "select E'\\\\connect ' || datname || E'\nvacuum;' from pg_database where datallowconn" | psql

windows:
psql -qAt -c "select E'\\connect ' || datname || E'\nvacuum;' from pg_database where datallowconn" | psql

that's not actually complicated (i'm not saying it's nice, as it isn't).
