Summary: Configuring using --disable-unicode is broken fro unix distribution

Initial Comment:
When trying to configure psqlODBC 08.02.0400 on unix systems with the option --disable-unicode the configure script create an error.

The given command was :

./configure --disable-unicode

The cause is an error in the configure script.
Attached is a patch which fix the configure file...
