So what are the permissions on /tmp/.s.PGSQL.5432? Can apache write to
it?

Actually, I think apache normally chroot's to ServerRoot (httpd.conf)
when it starts. So you probably need to create a symlink from
/tmp/.s.PGSQL.5432 to "ServerRoot"/tmp.
